Complaints About Permitted Energy FacilitiesAll permits issued by the Minnesota Public Utilities Commission (Commission) for large energy facilities include complaint procedures. These procedures describe how complaints can be submitted, how they're handled, and how unresolved complaints are reviewed by the Commission. Complaints should be directed to the permittee (the owner/operator of the energy facility). Complaints received by the Commission or the Department of Commerce (Department) are forwarded to the permittee for resolution. The permittee is required to report all complaints and the steps taken to resolve the complaints to the Commission on a scheduled basis. Unresolved complaints are reviewed by the Commission, and, if they raise substantive permit issues, are addressed by the Commission. Members of the public who have an issue, concern, or complaint about a permitted energy facility are encouraged to review the Commission permit for the facility and associated complaint procedure. If citizens do not know the name of an energy facility, who the permittee is, or how to contact the permittee, or if complaints have been made to a permittee but remain unresolved, citizens can contact the Department of Commerce for assistance.
